Thirty-three-year old Stephen Armand Fisher faces several charges, following an East Industrial Boulevard incident in May. He allegedly assaulted a person and stole money from a person. During his arrest and search, a glass pipe was found on him. He was issued a criminal citation for possession of CDS paraphernalia. He received a District Court hearing, and was remanded to the Allegany County Detention Center, without bond.
