Swanton residents Scott and Taira Lee Reckart have been arrested on charges of contributing to the condition of a child and neglect. The two remained jailed yesterday, and awaiting a bond hearing, following an investigation by the Garrett County Sheriff’s Office and the Department of Social Services.
