Mineral County Delegate Gary Howell is the new Speaker Pro Tempore in the House of Delegates. The post was previously held by Delegate Daryl Cowles of Morgan County; he was defeated in the Primary Election last spring. Howell, the first individual from Mineral County to hold the leadership position, would preside over floor sessions should the Speaker not be available and also provides input as a member of the House leadership team.
