Sixty-seven-year-old Cumberland resident Russell Stallings was served a criminal summons, in connection with a Monday incident on Ridgeway Terrace. Stallings faces several motor vehicle charges, including leaving the scene of an accident involving personal injury. He allegedly struck a man with his vehicle during an argument. Stallings signed and received copies of the charging documents and was released pending trial in Allegany County District Court.
