Springfield, West Virginia resident Wayne Scott Skipper II faces possession of marijuana and paraphernalia counts, following a a traffic stop on East Industrial Boulevard Saturday. Following a positive K-9 alert and search of the vehicle, Skipper was arrested and received a District Court hearing. He was later released on his own recognizance.
