Forty-year-old Cumberland resident Patrick Lionel Smith is being held without bond, after being charged with first and second-degree assault. Police responded to the incident in the 600-block of Bedford Street on Monday. The victim claimed they were engaged in an argument with Smith, which turned physical, and Smith began to choke them. He was arrested and received a District Court hearing.
