A traffic stop in Terra Alta, West Virginia led to the arrest of Addison, Pennsylvania resident Julia Chester on a marijuana charge. She had a medical marijuana card, but the date appeared to have been altered. Officers found 87.4 grams of the drug, along with a large amount of cash, along with digital scales and plastic bags. She has been charged with possession with intent to deliver. She is currently in the Tygart Valley Regional Jail, with bail set at $50,000.
