Fifty-seven-year-old Joseph Henry Dowell has been charged with discharging a firearm in the city and malicious destruction of property, in connection with a May 28th incident at a Grand View Terrace property. Dowell allegedly fired a shotgun, damaging a window. He signed and received copies of the charging documents and was released pending trial in District Court.
