Cumberland resident Evan McKinley West is being held without bond, following an assault in the 600-block of North Mechanic Street on Monday. Officers observed injuries that were consistent with the account of the assault, and West was taken into custody. He was charged with second-degree assault and received a District Court hearing. The victim did not require medical treatment.
