Cumberland City Council candidate Robin Hood Constitution, also known as Mark Anthony Shryock, was charged in a domestic incident at a Sentinel Lane residence off Bedford Road, early Monday evening. Constitution was charged with first and second-degree assault and related offenses, involving a female victim. Additionally, he was charged with second-degree assault, through a summons served in connection with an alleged assault that occurred on May 27th on North Waverly Terrace. In Monday’s incident, the woman was treated for injuries at UPMC-Western Maryland, after she was transported by an Allegany County Department of Emergency Services Ambulance crew, stationed at Bowman’s Addition.
