Cumberland resident Steven Nelson Dolly was charged with theft, following an incident in the 200-block of Wallace Street Sunday morning. Dolly allegedly did not pay for a taxi fare. He was arrested, issued a criminal citation, and released pending trial in Allegany County District Court.
