Twenty-eight-year-old Ridgeley resident William Orva Mosher III faces auto theft and drug counts, following an incident on Wednesday. Mosher allegedly stole a car from Carpenter Avenue in Ridgeley, and was later found on Polk Street in Cumberland. Mosher was passed out behind the wheel of the car. A quantity of heroin and fentanyl was recovered, along with CDS paraphernalia. He received a District Court hearing and received an unsecured bond of $5,000 for the local charges and remanded to the Allegany County Detention Center for the charges issued out of West Virginia.
