Maryland’s highest court has upheld Baltimore’s so-called billboard tax. The Court of Appeals rejected arguments by billboard companies that the tax violated constitutional provisions that protect the freedom of speech. Baltimore City Council approved a bill in 2013 that imposed a tax on the sale of advertising on billboards that are not located on the premises where the goods or services being advertised are sold.
