Two Child Welfare workers in West Virginia are being charged with involuntary manslaughter and failure to report child abuse. Breeana Bizub and Tabetha Phillips-Friend were fired from their jobs before they turned themselves in last week. The four-year old child died last month after being found with missing teeth and several bruises, including one in the shape of a shoe.
