The start of the new semester at West Virginia University is two weeks away, and the goal of having four out of every five faculty, staff and students vaccinated looks like a unreachable mark. The vaccination rate is below 60-percent, and to be able to hold concerts on campus, they need at least 70-percent. The university says that if they fail to reach the 80-percent fully vaccinated rate by September 1st, they will need to implement stricter safety protocols.
