Cumberland resident Shane Matthew Oester was charged with unlawful taking of a motor vehicle and theft, after a private citizen filed charges against him in District Court. Oester was arrested and later seen by a District Court Commissioner for his initial hearing. He was remanded to the Allegany County Detention Center, and was held without bond.
