Cumberland residents Randy Jay Nelson and Shannon Louise Taylor were arrested in a Monday incident on East Offutt Street. Nelson’s car was stopped, and he allegedly showed signs of impairment. He was uncooperative and kicked an officer, along with resisting arrest. Shannon Taylor interfered with officers and was also arrested. Nelson was later held without bond, while Ms. Taylor was released on her own recognizance.
