James Joseph Hartman-Nolan was charged with second-degree assault, following an altercation at a residence in the 400-block of Columbia Avenue. During the argument between a man and a woman, the man struck the female, and her injuries were consistent with her account of the incident. Hartman-Nolan was arrested, taken to Central Booking and received an initial appearance in Allegany County District Court. He was later released on his own recognizance.
