The costs associated with the May storms and flooding that rolled through Cabell, Putnam and Roane counties in West Virginia will not be covered under a federal declaration. The request for a presidential disaster declaration was denied by the Federal Emergency Management Administration yesterday. The reason given by FEMA was because the flooding was not severe enough to qualify. The state does plan to ask again, in the appeal process.
