Cumberland resident Paul William Umstead was issued criminal citations for disorderly conduct and failure to obey a lawful order following a series of incidents on Sunday. A police officer saw him walking in the center of Green Street, screaming. He was told not to cause any further disturbances. Shortly after that, several people outside of a local business contacted police to tell them a man was walking through town, screaming at random people. He was arrested on the Downtown Cumberland Mall. After being issued the citations, he was released.
