Local anesthesiologist Dr. Melvin Gonzaga and his son, Rommel, have been ordered to pay $980,000 to resolve allegations they submitted false claims for urine drug tests that were medically unnecessary, but the settlement was not an admission of liability. The two were accused of billing Medicare, Medicaid, and the Railroad Retirement board for a large number of the tests between January of 2016 and March of 2019. Allegations were that tests billed to the government were not ordered, based on an individualized determination of medical necessity for each patient.
