Keyser resident Joshua Dale Smith was charged with second-degree assault charges, following an incident in the 200-block of North Centre Street. Smith is accused of assaulting a woman, and based on her injuries, Smith was arrested. He was charged, received a District Court hearing and was ordered held on $1,000 bond.
