Cumberland resident Abraham Rivera Ortiz was charged following an August incident in the 100-block of Greene Street. He had been creating a disturbance in the area, and as officers tried to arrest him, he continuously tried to escape, and also kicked, scratched and spat on officers. He was taken for treatment at a local medical facility. He later received a District Court hearing, and was released on a $1500 unsecured bond.
