Cumberland resident Frank Leonard Nicol is being held without bond, awaiting extradition to Virginia. Nicol allegedly failed to appear in District Court in July on charges of CDS possession. He was arrested and charged with being a fugitive from justice. He was remanded to the Allegany County Detention Center.
