Capon Bridge, West Virginia resident Dillon Shawn Cleaver is the third person to be arrested in connection to the 2019 killings of two people at a Burlington home. Cleaver was charged and was being held at the Potomac Highlands Regional Jail without bond. The incident in Burlington resulted in the deaths of Donald L. Rutter and Destiny Foster. Both were killed with a shotgun; Ms. Foster told police it was Jimmie Lambert who was the shooter, shortly before she died. He and Michael Paul Duncan have already pled guilty to charges in connection with the murders.
