Hours after West Virginia voters overwhelmingly said not to Amendment Two, Governor Justice is once again promoting his car tax rebate plan. The governor says he will waste no time and get the bill in front of the new legislature after the first of the year. The governor’s program would eliminate the car tax, without modifying the state constitution.
