STANDOFF ENDS WITH MAN’S ARREST

Thirty-three-year-old Charles Douglas Cobak was arrested Friday, after a standoff of several hours in Frostburg, which caused both Mountain Ridge High School and Beall Elementary School to be placed on lockdown. The incident on Washington Street began with Cobak holding a woman against her will; she was able to communicate with family members through an Alexa device. A robot was used to communicate with Cobak in the residence; he told police he refused to surrender and threatened to end his life, or cause a potential firefight in the streets of Frostburg. He eventually surrendered, was arrested and was being held on outstanding warrants from unrelated incidents.
