ENGINEERING CHIEF CHARGED WITH TRYING TO MANIPULATE PROGRAM 

The U.S. Department of Justice has brought charges against a Former Franklin County, Pennsylvania official for conspiracy to defraud small business owners. Prosecutors say James Coccagna has been charged with steering over a hundred-million-dollars in federal contracts to his business associates that weren’t eligible for the work. The violations of the Major Fraud Act allegedly happened when he worked at Letterkenny Army Depot in Chambersburg over a period of 11 years. The contracts involved were distributed through the Small Business Administration’s 8(a) Business Development program.
