Pennsylvania’s unemployment rate has dropped. State officials say despite a tight labor market and fears of an economic slowdown, employers added some 17-thousand jobs in December. That drops the rate to a new low of three point nine percent. The state Department of Labor and Industry says the rate in November was at four percent.
