A bill that is designed to promote energy development in West Virginia coalfields will be debated in the full house. The Government Organization Committee passed the measure yesterday. If House Bill 3130 becomes law, it would create the Coalfields Energy Research and Economic Development Authority. The voice vote in the committee heard several delegates on the committee disapprove of the bill.
