Fifty-two-year-old Tina Louise Slawinski was charged, following an incident in the 400-block of Independence Street on Sunday. Police say a woman had been sitting in a vehicle, repeatedly blowing the horn; this awakened several other neighbors in the area. After they approached her, she began a verbal confrontation with them. Ms. Slawinski was placed under arrest, and was issued a criminal citation before being released.
