PA. STATE HOUSE ADOPTS OPERATING RULES FOR THIS SESSION

Lawmakers in the State House have approved the long-awaited operating rules for the regular session.  The rules passed Wednesday by a vote of 102-100.  Democrats now have control of the House after they won a majority through special elections last month.  This means for the first time in ten years, Democrats will have a chance to spell out how and when bills can be debated and voted on.  Republicans had been accused of using their majority control over committees and the House floor to box out Democrats in previous sessions.  The new rules are seen as a crucial step in changing that.
