Fifty-four-year-old Mark Jonathan Tallman was cited, following a disturbance in the 400-block of North Centre Street on Wednesday. Tallman was creating a disturbance in the area, and was ordered several times to stop, but he refused to comply He was placed under arrest and taken to police headquarters for processing. He was issued three criminal citations and released, pending trial in Allegany County District Court.
