MAN CHARGED WITH THEFT, DISORDERLY CONDUCT   

Ryan Winters was charged with disorderly conduct and theft, following a Wednesday incident on Queen City Pavement. Winters was accused of stealing items from a property there, and also had created a disturbance. He was located nearby, still in possession of the stolen property. He was eventually released on his own recognizance.
