ORGANIZERS URGE STATE HOUSE TO PASS PROBATION REFORM BILL

Over 100 organizations are reportedly calling on Pennsylvania lawmakers to pass Senate Bill 838 to reform probation review and procedures.  The House amended the bill earlier this week, and passed it unanimously, but it still has to go back to the Senate for concurrence.  The amendment made changes that include a mandate for probation judges to consider whether an offender is enrolled in a school training program and that a decision to classify offenders as dangerous should be based on “clear and convincing evidence.”  The amendment also sets limits for how long people can be jailed for technical violations of their paroles.  It also specifies that probation should not be extended for non-payment of fines, except in certain cases.
