Cumberland resident Damian Moshe Seltzer was charged with theft, after being accused of stealing a sweatshirt from a Queen City Drive business. Officers found him a short time later, wearing the sweatshirt with the tags still attached. He was issued a criminal citation for theft and released, pending trial in Allegany County District Court.
