The annual South Cumberland Business and Civic Association Marsha L. Thomas Memorial Halloween parade steps off Wednesday evening at 7 p.m. Costumes will be judged at 5:30 p.m. at Smith Park, located between Race and Seymour Streets; the winners and the Grand Mummer will be introduced at the reviewing stand, located in the parking lot of the HRDC building at 125 Virginia Avenue. Parade participants should form in their designated areas by 6 p.m. The parade will follow the route, from East First Street to Virginia Avenue, where it will disband in the area of Industrial Boulevard.
