Hagerstown resident Andrew James Clopper was arrested, following an incident at UPMC-Western Maryland on Saturday. He had been arguing with patients and was asked to leave the premises. He then allegedly assaulted a man in the parking lot, and had assaulted a woman who was walking her dogs in the grass area. He had attempted to take her dogs. She had tried to leave, but Clopper tried to gain entry to her vehicle. As he was being arrested, he began using derogatory remarks and spit on one of the officers. He was taken to the Allegany County Detention Center.
