Baltimore has a new distinction and it isn’t a good one. Baltimore is the most complained-about city in America, according to a new survey. MoverDB ranked cities across the U.S. by 311 calls and found that, in a one-year period, Charm City had the highest complaint rate, at more than 17-thousand-500 complaint calls for every ten-thousand people. Riverside, California had the fewest complaints, with just over 900 for every ten-thousand people.
