Governor Moore has filled the position formerly held by Judge Andrew Wilkinson. Moore appointed Kirk C. Downey to the Washington County Circuit Court earlier this week. Wilkinson was killed at his Hagerstown home last October. Downey has lived in Washington County for his entire life.
