Cumberland resident Garrett Lee Flanagan-Wagaman is being held without bond, following an assault incident in the 400-block of Baltimore Avenue. A caller had told police Flanagan-Wagaman had assaulted them the previous day. He had a pair of brass knuckles, and was ordered to put them down; he complied, and the victim was found to have significant injuries. He was arrested and taken to Central Booking. He received a District Court hearing, and was remanded to the Allegany County Detention Center.
