Hagerstown is considering a no-camping ordinance to deter homeless camps on public property. According to the Herald-Mail, the move comes after complaints from the public about noise, trash and human waste on sidewalks or near businesses and homes. Currently, police are limited about how they can respond if no crime is being committed, giving 72-hours’ notice for a person to leave. If the ordinance is passed, the time to clear the site would be reduced to 24-hours and it would not require another crime to be taking place.
