Cumberland’s proposed comprehensive plan was presented at Tuesday’s Mayor and City Council work session, and included was the I-68 viaduct cutting through the city. The state requires a comprehensive plan every 10 years, but Cumberland last submitted its plan in 2013. There’s no penalty for not filing, but state agencies consider the plan when a city asks for money or wants to make changes to, for example, infrastructure, according to the Cumberland Times-News.
