Governor Wes Moore has directed the Maryland Department of Juvenile Services to launch a targeted intervention addressing juvenile car thefts. The governor is concerned by the frequency of vehicle thefts involving juveniles, including incidents resulting in severe injuries and fatalities. Recently in Baltimore, a 12-year-old driving a stolen car allegedly struck and killed a motorcyclist, but cannot face charges due to his age. The governor is requiring the DJS to develop pilot programs for young people involved in or at risk of vehicle theft, along with early intervention for children who are too young to face charges. The DJS must submit a status report by December 1st.
