Cumberland resident Stephanie Holtman was charged with contributing to the condition of a minor and obstructing and hindering, in connection with a July 2nd incident. Police say she allegedly harbored a runaway juvenile and later obstructed the officers’ investigation into the incident. Ms. Holtman signed for the criminal summons and was released, pending her initial appearance in Allegany County District Court.
