Keyser resident Jared Citarelli was charged with CDS possession and possession of CDS paraphernalia, after police were dispatched to the single-digit block of Valley Street Saturday morning. A probable cause search was conducted with a quantity of fentanyl recovered. He received an initial appearance in District Court and was released on a $1,000 unsecured bond.
