SENATE BILL WOULD START ALL YOUTH CASES IN JUVENILE COURT

A proposed Maryland Senate bill would start all youth criminal cases in juvenile court, regardless of how serious the offense is.  Under the measure the cases could still be transferred into the adult system. The measure is sponsored by Baltimore City State Senator Jill Carter. Similar bills have been introduced in past sessions but have not made it through the process. Last year it did not make it to a vote in the Judicial Proceedings committee. Supporters of the Youth Equity and Safety Act say keeping those under 18 in the juvenile system will get them the help and resources they need.  Opponents say it sends the wrong message to young people who commit crimes and it could put the public at risk.
