A West Virginia woman who pleaded guilty as a teenager to helping kill her friend Skylar Neese has been denied parole for the third time. Rachel Shoaf appeared before the West Virginia Parole Board yesterday, which again denied her release. Shoaf and accomplice Sheila Eddy admitted to stabbing 16-year-old Neese on July 6, 2012, in Greene County, Pennsylvania. Shoaf pleaded guilty to second-degree murder and was sentenced to 30 years, with parole eligibility after 10 years. Her next parole hearing is set for June 1, 2027.
