Bedford County contractor Samuel Harris, owner of Harris Roofing in Bedford, is facing theft charges, after allegedly failing to complete any work at Saint Andrew Catholic Church in Johnstown; he did receive advance payment for the work. The church agreed to pay Harris half of the money up front, totaling more than $270,000, provided the roof replacement work began by the spring of this year. The church contacted him several times, and finally asked that he return the payment for services. Harris is being held in the Cambria County prison on $2.7 million bail.
