U.S. Department of Justice election monitors were at West Virginia polling locations Tuesday, according to Secretary of State Kris Warner. Warner said the monitors stayed outside polling places and the 100-foot boundary. Voters could choose whether to talk with them after leaving, and they could decline to answer questions. The Justice Department sent one-thousand monitors nationwide, and in West Virginia they were expected only in Kanawha County.
